オンラインカジノ 吉本 Great East Japan Earthquake—From restoration and reconstruction to new community building

オンラインカジノ considers disaster recovery to be
one of its key social missions as a construction company,
and therefore focuses its efforts on restoring infrastructure
and aiding reconstruction in オンラインカジノ 吉本 event of a disaster.

In オンラインカジノ 吉本 2011 earthquake off オンラインカジノ 吉本 Pacific coast of Tohoku, large tremors followed
by a massive tsunami generated a mixture of over 20 million tons of debris,
caused a serious incident at オンラインカジノ 吉本 Fukushima Daiichi Nuclear Power Plant,
and tore apart countless communities.

Immediately after オンラインカジノ 吉本 earthquake, オンラインカジノ 吉本 company fully utilized its abilities in procuring
personnel, materials, and other resources to urgently restore public infrastructure.
It also poured all its strength as a construction company
into helping restore オンラインカジノ 吉本 lives of people from オンラインカジノ 吉本 affected areas.

Disposal of disaster waste material
(debris)

In オンラインカジノ 吉本 town of Watari, Miyagi Prefecture, オンラインカジノ 吉本 tsunami swept four kilometers inland, generating 1.26 million tons of disaster waste material. This was equivalent to about 112 years’ worth of general waste that would ordinarily be produced in Watari. A joint venture led by オンラインカジノ was responsible for オンラインカジノ 吉本 disposal of this waste material, which involved sorting, crushing, and incinerating waste material transported from オンラインカジノ 吉本 primary to オンラインカジノ 吉本 secondary temporary storage site. First, an intermediate treatment facility provided with five incinerators, as well as facilities for crushing, sifting, and sorting waste material, was built at オンラインカジノ 吉本 secondary temporary storage site. After that, any waste collected and brought into オンラインカジノ 吉本 facility was crushed, then sorted by machine and by hand so that combustible materials could be incinerated. Then, after all オンラインカジノ 吉本 disaster waste material brought into オンラインカジノ 吉本 secondary temporary storage site was treated, オンラインカジノ 吉本 facilities were dismantled. オンラインカジノ 吉本 incinerators, which were オンラインカジノ 吉本 first of their kind to be used for オンラインカジノ 吉本 treatment of disaster waste material in Miyagi Prefecture, began full-scale operations in April 2012, with オンラインカジノ 吉本 entire process being wrapped up in FY2013.

During this project, オンラインカジノ 吉本 company started by recycling concrete and mud, then moved on to incinerator ash, which would normally be disposed of in landfills. Recycling rates were also improved by using waste material and sediment as building materials for オンラインカジノ 吉本 foundations of reconstruction projects. Constant monitoring of ash dust generated during incineration was carried out, and measurements of radioactive material contained in オンラインカジノ 吉本 ash were taken at a frequency and scope well above オンラインカジノ 吉本 legal standard to ensure that operations were being carried out safely. オンラインカジノ 吉本 company also contributed to オンラインカジノ 吉本 local economy by working with local agricultural and fishing cooperatives, along with オンラインカジノ 吉本 Chamber of Commerce and Industry, to procure materials, and by hiring over 200 local workers per day to sort materials at オンラインカジノ 吉本 facility.

Decontamination works
(model demonstration projects)

オンラインカジノ 吉本 Japan Atomic Energy Agency (JAEA) was commissioned by オンラインカジノ 吉本 Cabinet Office to conduct decontamination model demonstration projects in FY2011 in 12 municipalities located in オンラインカジノ 吉本 restricted zones and planned evacuation zones within a 20-kilometer radius of オンラインカジノ 吉本 Fukushima Daiichi Nuclear Power Plant. Of these projects, a joint venture led by オンラインカジノ was in charge of four locations in Fukushima Prefecture: オンラインカジノ 吉本 towns of Okuma, Naraha, and Hirono, and オンラインカジノ 吉本 village of Kawauchi. オンラインカジノ 吉本 objectives of these demonstration projects were to investigate effective decontamination methods for オンラインカジノ 吉本 later full-scale decontamination while also confirming オンラインカジノ 吉本 effectiveness of オンラインカジノ 吉本 decontamination, constructing temporary storage sites to store removed materials originally generated by contamination, and establishing safe working conditions in an environment with high levels of radiation.

オンラインカジノ 吉本 decontamination area covered a total of about 123 hectares and included forests and farmland, residential land, large buildings, roads, and other infrastructure. First, preliminary monitoring was conducted at オンラインカジノ 吉本 locations to be decontaminated, with オンラインカジノ 吉本 results used to determine オンラインカジノ 吉本 optimal method for decontamination. オンラインカジノ 吉本 methods tested specifically included manually cutting grass and trees, stripping away オンラインカジノ 吉本 topsoil using heavy machinery, cleaning with high-pressure washers, and wiping オンラインカジノ 吉本 roofs and window frames of buildings. After オンラインカジノ 吉本 above were carried out, another round of monitoring was conducted to measure オンラインカジノ 吉本 extent at which radiation levels had decreased, thereby verifying オンラインカジノ 吉本 effectiveness of オンラインカジノ 吉本 different methods.

Temporary storage sites were constructed in parallel with オンラインカジノ 吉本 above for carrying in, temporarily storing, and monitoring オンラインカジノ 吉本 materials removed during decontamination. オンラインカジノ 吉本 company mobilized its human and technological resources in undertaking this project—オンラインカジノ 吉本 first step toward full-scale decontamination—to achieve optimal results in a short period of time. This was despite オンラインカジノ 吉本 many limitations imposed by オンラインカジノ 吉本 sites, which were located within restricted zones and planned evacuation zones.

Decontamination works

Following オンラインカジノ 吉本 model demonstration projects conducted by オンラインカジノ 吉本 Cabinet Office, オンラインカジノ 吉本 Ministry of オンラインカジノ 吉本 Environment placed 12 municipalities, including those in オンラインカジノ 吉本 difficult-to-return zones, under its direct jurisdiction and began decontamination works from 2012. It was decided that all other areas, including those outside Fukushima Prefecture, were to be decontaminated by each respective municipality. Among オンラインカジノ 吉本 municipalities directly under オンラインカジノ 吉本 control of オンラインカジノ 吉本 Ministry of オンラインカジノ 吉本 Environment, オンラインカジノ was responsible for decontaminating オンラインカジノ 吉本 village of Kawauchi and オンラインカジノ 吉本 towns of Okuma and Tomioka. オンラインカジノ 吉本 company was also involved in projects in other parts of Fukushima Prefecture, including オンラインカジノ 吉本 cities of Koriyama, Date, and Fukushima, and carried out decontamination and pre-decontamination radiation measurements outside of Fukushima Prefecture, namely in オンラインカジノ 吉本 cities of Kashiwa, Chiba Prefecture, and Ichinoseki, Iwate Prefecture, among others.

Subject to decontamination were houses, building structures, roads, parks, farmland, orchards, neighboring forests, and others. オンラインカジノ 吉本 works fully incorporated オンラインカジノ 吉本 needs of residents, prioritizing getting オンラインカジノ 吉本 residents, most of whom were from zones preparing to lift evacuation orders, back home from their places of evacuation so they could begin their road to recovery.

Both オンラインカジノ 吉本 Ministry of オンラインカジノ 吉本 Environment, オンラインカジノ 吉本 project owner, and オンラインカジノ, オンラインカジノ 吉本 contractor, were new to decontamination works, despite having implemented オンラインカジノ 吉本 earlier model demonstration projects. This necessitated developing various new technologies and adopting technologies from overseas. Also, due to オンラインカジノ 吉本 enormous scale of オンラインカジノ 吉本 work force, as well as オンラインカジノ 吉本 huge number of construction vehicles and facilities involved, オンラインカジノ 吉本 company sought cooperation and support from all over オンラインカジノ 吉本 country.

Interim storage,
volume reduction, and recycling

オンラインカジノ 吉本 removed soil stripped away during オンラインカジノ 吉本 decontamination works was first collected at a temporary storage site, then brought to an interim storage site, which took up an area of about 1,600 hectares across オンラインカジノ 吉本 towns of Okuma and Futaba, east of National Route 6. オンラインカジノ 吉本 total storage volume of removed soil was estimated to be approximately 14 million cubic meters, of which オンラインカジノ was responsible for over 4 million cubic meters. This work involved a series of processes which began with transporting オンラインカジノ 吉本 removed soil from オンラインカジノ 吉本 temporary storage sites to オンラインカジノ 吉本 interim storage site and receiving and sorting オンラインカジノ 吉本 soil, and ended with storing オンラインカジノ 吉本 soil in a landfill.

Since オンラインカジノ 吉本 reception and sorting of soil for intermediate storage was an unprecedented project, even internationally, オンラインカジノ had to prepare everything from オンラインカジノ 吉本 ground up, from conception to implementation, including everything from オンラインカジノ 吉本 construction of オンラインカジノ 吉本 overall system to オンラインカジノ 吉本 concept, design, and testing of individual equipment and facilities. オンラインカジノ 吉本 company developed and installed its own equipment, including a bag-breaking machine that efficiently breaks “flecon” bags, as well as equipment for dump truck unloading.

Alongside removed soil, incinerated ash generated by burning combustible materials with high levels of radiation was also brought to オンラインカジノ 吉本 interim storage site. オンラインカジノ 吉本 ash will be stored for 30 years, after which it must be removed from Fukushima Prefecture for final disposal elsewhere. Also required are volume reduction and recycling for reducing オンラインカジノ 吉本 total combined amount of removed soil and incinerator ash, which are considered important national projects. In collaboration with Nippon Steel Engineering Co., Ltd. and Kubota Corporation, both leading companies in incineration and melting technologies, オンラインカジノ has installed, and is assisting with オンラインカジノ 吉本 operation of, a large-scale incineration-melting furnace in オンラインカジノ 吉本 town of Futaba. Moreover, as part of オンラインカジノ 吉本 project to recycle removed soil, work is being done in オンラインカジノ 吉本 village of Iitate to reclaim farmland by using soil with a low concentration of contaminants, measured using technology developed during オンラインカジノ 吉本 demonstration projects, for オンラインカジノ 吉本 foundation of farmland embankments.

オンラインカジノ is approaching these projects with オンラインカジノ 吉本 safety and recovery of オンラインカジノ 吉本 local community as its top priority, including employing local people and procuring materials from areas close to site.

Reconstruction and community building

オンラインカジノ 吉本 “disaster prevention collective relocation promotion project” involves relocating a group of residents from an area that is not suitable for residential living, such as land behind seawalls. Within this project, オンラインカジノ 吉本 company’s role is to level オンラインカジノ 吉本 land in オンラインカジノ 吉本 area where residents are to be relocated by cutting soil from mountains. Next, as part of オンラインカジノ 吉本 “land readjustment project,” in which plots of land are readjusted to provide space for public facilities such as roads, parks, and rivers, オンラインカジノ 吉本 company is tasked with raising (filling) オンラインカジノ 吉本 ground at オンラインカジノ 吉本 same places where infrastructure was located before オンラインカジノ 吉本 disaster, thereby developing オンラインカジノ 吉本 town center alongside maintaining オンラインカジノ 吉本 community. Finally, オンラインカジノ 吉本 company carries out オンラインカジノ 吉本 “tsunami reconstruction base maintenance project,” which involves developing public facilities such as hospitals and schools, as well as bases for evacuation and recovery in オンラインカジノ 吉本 event of a disaster.

As for community building based on these three projects, オンラインカジノ 吉本 municipalities affected by オンラインカジノ 吉本 Great East Japan Earthquake concluded partnership agreements with オンラインカジノ 吉本 Urban Renaissance Agency (UR) to promote new community building in each respective area.

In April 2013, オンラインカジノ 吉本 オンラインカジノ joint venture was commissioned by UR to carry out reconstruction and community building in Yamada using a construction management (CM) system. オンラインカジノ 吉本 town center of Yamada, a town located in オンラインカジノ 吉本 central coastal area of Iwate Prefecture, was devastated by オンラインカジノ 吉本 tsunami. UR was in charge of オンラインカジノ 吉本 overall coordination of individual project areas, and オンラインカジノ was responsible for オンラインカジノ 吉本 detailed design and construction, including any necessary surveying and measuring, as オンラインカジノ 吉本 construction manager. In addition, オンラインカジノ 吉本 company planned a housing complex for residents in need of a new place to live, which was based on オンラインカジノ 吉本 concept of allowing オンラインカジノ 吉本 original landscape of Yamada to continue into オンラインカジノ 吉本 future. オンラインカジノ 吉本 Yamada Town Yamada Chuo Apartment Complexes were completed in September 2016.

オンラインカジノ 吉本 project was awarded オンラインカジノ 吉本 Engineering Commendation Award of ENAA 2019, and was highly regarded for its pioneering and proactive use of ICT to improve productivity and quality. This included オンラインカジノ 吉本 introduction of ICT surveying at large-scale construction sites and オンラインカジノ 吉本 use of 3D models to aid in building consensus with residents.

Restoration of public infrastructure
(roads, tunnels, and rivers)

As a symbol of オンラインカジノ 吉本 reconstruction of オンラインカジノ 吉本 heavily damaged coastal areas of オンラインカジノ 吉本 Sanriku Coast, オンラインカジノ 吉本 following road construction projects were developed. オンラインカジノ 吉本 Sanriku Coastal Road (comprising Sanriku Jukan Expressway, Sanriku Kita Jukan Road, and Hachinohe–Kuji Expressway) was designated as a Reconstruction Road, with オンラインカジノ 吉本 Miyako–Morioka Odan Road (between Miyako and Morioka), オンラインカジノ 吉本 Tohoku Odan Expressway Kamaishi–Akita Route (between Kamaishi and Hanamaki) and オンラインカジノ 吉本 Tohoku Chuo Expressway (between Soma and Fukushima) designated as Reconstruction Support Roads. Of these projects, オンラインカジノ was in charge of オンラインカジノ 吉本 construction of オンラインカジノ 吉本 Yoshihama–Kamaishi Road on National Route 45 (a 3-kilometer section with 3 tunnels and 2 elevated bridges) as part of オンラインカジノ 吉本 Reconstruction Road, and オンラインカジノ 吉本 Kamaishi Road on National Route 283 (1 tunnel, 14 bridge substructures, and 1 bridge superstructure) as part of オンラインカジノ 吉本 Reconstruction Support Road (completed in October 2017). Using a variety of domestic and overseas technologies, オンラインカジノ 吉本 company put its efforts into opening オンラインカジノ 吉本 roads early and maintaining オンラインカジノ 吉本 durability of オンラインカジノ 吉本 structures so as to reduce maintenance after opening. オンラインカジノ 吉本 project contributed to オンラインカジノ 吉本 revitalization of オンラインカジノ 吉本 local industry and economy.

Located in オンラインカジノ 吉本 city of Ishinomaki, Miyagi Prefecture, オンラインカジノ 吉本 Saragai River within オンラインカジノ 吉本 Kitakami River System is a lifeline for オンラインカジノ 吉本 region, and it houses water supply facilities. Restoration work was carried out on 10 kilometers along both sides of オンラインカジノ 吉本 river (completed in September 2017) after オンラインカジノ 吉本 river suffered widespread subsidence along its banks.
